EE Regulations

The National Building Regulations and Building Standards Act now include a special focus on energy efficiency. The regulations are geared towards lowering the energy usage of buildings by constructing them in an energy efficient manner according to the requirements set out in the regulation, to fulfil the user needs and to have features and services which are energy efficient. Dr Rob Davies, Minister of Trade and Industry, promulgated these regulations in the government gazette of 9 September 2011, after which the regulations now become mandated legislation. As of November, the requirements within will have to be satisfied before a building plan application can be approved.

The following buildings will have to meet the requirements:

The goal of this regulation is to reduce Green House Gas emissions by reducing operational energy use of new buildings without reducing comfort and amenity.

The EE requirements stipulate that new buildings will have to have solar water heaters or heat pumps. The building orientation, roof assembly (including insulation), walls and windows would have to meet minimum requirements to prevent heat loss in winter, or heat gain during summer, in order to meet the energy efficiency targets. Buildings will also have to be fitted with energy efficient heating, air conditioning and ventilation systems.
